How to fix garrys mod 0/0 bytes downloaded

After some searching around it seems that this is a bug in Steam itself and how it interacts with game updates. It does not seem to be specifically tied to Garry's Mod, because this issue has reported for more than just GMod.

While it does occur, overall it does not seem to be a very common situation, as of yet.
