I got a full refund from Steam - but I'm still furious at the time I wasted trying a dozen different workarounds. These errors are client side problems. Your ISP, router or computer is at fault for limiting the connection to the SE servers preventing the download. The quickest and fastest bandaid fix is the use of a free VPN to download.
There is no port forwarding required, you don't need to run as admin, or any of that ridiculous stuff you find on Google. If you search hard enough you will find people who have fallen for this "use a vpn" suggestion and gotten the same errors. The only valid suggestion is "try again later" since it seems intermittent. Using a VPN is never, ever, a valid solution to fix a Steam game. They need to fix their patcher and their patch servers. They solutions are out there and they work, a vpn is the fastest bandaid, not a solution as I stated before.
But if that isnt for you then this is probably not the game for you. And thats fine but dont blame the game for a non game issue. If your ISP,router or computer is actively blocking the connection to the server you will never play, its that simple.
